The 119th birthday of our National Hero, Netaji Subhas Chandra Bose is being celebrated today with due honour and reverence all over the state.

I took part in the state-level celebration of Netaji's birthday at Darjeeling.

Since last year, we have been observing this programme at Darjeeling considering Netaji's deep connection with the Hills. Many Gorkha brothers were members of Netaji's Indian National Army (Azad Hind Bahini) who laid down their lives for our country's independence.

I salute to all of them.

Many distinguished persons from different walks of life, cultural personalities, my Tollywood friends, my brothers and sisters from the hills participated in huge numbers.

A very colourful cultural programme was held by my Sherpa, Lepcha brothers and sisters. I congratulate everyone for the wonderful performance.

Indranil Sen and Saumitra Roy also enthused the audience with their melodious voices.

My best wishes for the people of the hills. I love Darjeeling and all my hill brothers and sisters. I want to see them to smile always.

History remains incomplete without Netaji. Our Nation salutes him.

"Kadam kadam baraye ja, khushi ke geet gaye ja..."

    "Jai Hind."

The lovely Tamang people of the hills had invited me to be present in the Annual Convention today in Darjeeling.

The convention celebrated the first anniversary of Tamang Development and Cultural Board, which our Government had set up in January last year. The New Year celebration ‘Lochaar’ was also held.

I was very happy to watch the brightly attired little children and young brothers and sisters performing an excellent colourful cultural programme including the famous traditional Tamang dance, "Dumphoo".

We are assisting the Tamang Board with various development and cultural activities including housing for their people.

It is our earnest endeavour that all the people of the hills prosper and be happy.

My best wishes to all of them. I really love my Darjeeling brothers and sisters.

We are always with them and will be with them.

Today I am in Darjeeling - the Queen of Hills.
Kanchenjunga is smiling and there is brightness everywhere.
I love this beautiful place and its beautiful people.
I participated in the closing ceremony and prize distribution program in Himal Terai Dooars Sports Festival. Our Government had started this event in 2013. Nearly 7000 sportspersons from the Hills and Dooars took part in football, martial art, archery and volleyball. I congratulate all of them.
Bimal Gurung Ji and leading sportspersons of yesteryears were present. One girls hostel of Himalayan Mountaineering Institute was also inaugurated for women mountaineers.
After the programme, I trekked to Tiger Hill to explore tourism potential along with the route. We have decided to set up eco-tourism cottages and police outpost in and around Tiger Hill.
Darjeeling must smile. Terai Dooars must smile.

I have attended the North Bengal Industry Meet, 2015 at Siliguri today, which is the first of its kind in North Bengal.
My industry and business friends from neighbouring countries of Nepal, Bhutan and Bangladesh and 7 North Bengal districts participated. Many captains of industry from Kolkata have joined the programme.
I am obliged to all of them.
North Bengal is the gateway to the North East, and its strategic proximity to Nepal, Bhutan and Bangladesh offers huge business potential.
I am happy to share that we have already received more than Rs. 4000 Crore investment proposals very recently which are being implemented on a fast track. Today's Industry Meet has generated significant enthusiasm and lots of investment proposals are in the offing. I welcome all of them.
All the investment proposals will be monitored by a Core Committee for North Bengal and I will personally come every six months to review the progress.
For the convenience of investors and tax payers of North Bengal, a new Bench of the West Bengal Sales Tax Appellate and Revisional Board in Siliguri has been launched today. An MSME Facilitation Centre and an Unique Clearance Centre to look into mutation and conversion of land for industrial purposes at "Uttarkanya" have also been created. We are going to set up a new Convention Centre and an Industrial Fair Ground in North Bengal.
It is also good to inform that 5 sick tea gardens of our Tea Development Corporation are now being developed and rejuvenated. Employees there will be happy soon.
We are committed to extend all help and support for the growth and development of North Bengal.
My best wishes to all of them.

Our Sunderban visit with a delegation of national and statelevel entrepreneurs to explore its huge tourism potential ended on a very happy note today.
Visiting entrepreneurs and investors have already declared various projects like Eco-Resorts, Cottages, infrastructure, water taxi services and a first-ever zoo in the Mangrove forest.
From several such responses and investment proposals, our mission already looks highly successful. We have, however, a long way to go considering the vast prospects and I am very confident that our team will surely deliver.
One dream, one team for Bengal.

Today I have come to Jharkhali, the gateway to Sunderban - the world-famous UNESCO heritage site. I have come to these areas innumerable times. I visited Sagar Island two months back and named three new beaches “Bhor”, “Dheu” and “Roop”. There are many remotely-located and isolated islands. I come here to connect with the local people.

There is huge tourism potential here. Sajnekhali, Pakhiralay, Bakkhali, Gadkhali, Jharkhali, Sudanyakhali, Dobaki, Henry Island all these are beautiful places. I invite everyone to come and visit these places and enjoy the flora and fauna and the beautiful mangrove forests.

Today I have inaugurated a new bridge "Mridanga" in MathurapurII Block which has been built at a cost of Rs.60 crore. Many more such bridges are being built in the Sunderbans to improve connectivity and promote tourism.

At Jharkhali, I was present in the foundation stone laying ceremony of a budget and star category ecoresort being set up in PPP mode. I named it "Jhar". Apart from being a world class ecotourism facility, this project in 100 acres of land, will cause significant socioeconomic development of the area.

A wildlife park and tiger rescue and rehabilitation centre was also initiated today at Jharkhali. I have named it "Baghrya Sundari" and this will be the first wildlife park and zoo of its kind in the mangroves in the world.

All round development is our commitment. My best wishes to all the brothers and sisters of Sunderban area.

Today I went to Dinhata in Coochbehar and traveled up to the Indian Border and met my 'Chit Mahal' brothers and sisters.

I was overwhelmed with their joyous welcome. They gave me a letter of good wishes felicitating our Government's decision to stand by the 'chit mahal' people and support their cause. My best wishes to all of them.

Two important road projects from Pundibari to Baxirhat and from Changrabandha to Coochbehar through Mathabhanga, were initiated today. These roads, when completed, will bring more social and economic development in and around Coochbehar.

Also to encourage growth of MSME sector in Coochbehar, I have announced increase in subsidy from 25 to 50 per cent.

The lush greenery of Dooars and the warmth and hospitality of the people of North Bengal has brought me to Jalpaiguri again.

Today I have inaugurated a new 'Sports Village' in Jalpaiguri. I have named the Sports Village as ‘Jalpaiguri Biswa Bangla Krirangan’.

Built with nearly Rs.20 Crore expenditure, this modern sports complex houses international level facilities for badminton, table tennis, basket ball, swimming, boxing, other indoor and outdoor games and cultural activities.

This will certainly be an asset for budding players to boost their sporting talent.

I am also happy to share with you that two international highways running through Bengal and connecting Nepal and Bhutan with Bangladesh under the Asian Highways project will be built. Today, commencement of work was flagged off from Jalpaiguri, along with a host of other new projects and facilities.

This road connectivity will create more opportunities for trade and commerce, cultural and social exchanges of Bengal with Nepal, Bhutan and Bangladesh. People of North Bengal will very much be benefited.

I congratulate all the people. My best wishes are always with them.

I am in politics since my childhood days, and my public life spans over more than 26 years.

I feel like sharing with my facebook friends that ever since the new Government has come to power at the Centre, there is an increasing trend of interference by the Central Government in the state matters.

The beauty of federal structure is the jurisdiction of working between the Centre and the State and some by both. Primarily, the role of the Central Government is to deal matters concerning major policies/decision making issues. It is expected that Centre and the States do not encroach upon the areas of activities of others.

Now-a-days, the Central Government tends to frequently and unnecessarily interfere in state matters what is not at all expected as per our Constitution.

Even certain controversial matters are coming up in electronic media like Doordarshan and private channels are being persuaded, resulting in fomenting communal tension in different states. This is being done with active support of the Central Government, which is acting like a political party.

This practice is unprecedented, undemocratic and unethical. This marks a dangerous signal of violation of the Constitutional norms, jeopardizing the federal structure and democratic fibre of our country.

In my view, the need of the hour is to share it with all friends who believe in federalism and democracy.

Let us be united to combat the communal forces.

Let us work together to protect our federal structure as per our Constitution.

    Today I am in Darjeeling.
My darling Darjeeling is always very charming.
    It is my sweet home.
Drawn by the beauty of the place and love of the people, I have come here nearly 40 times.
My full Government of West Bengal team is with me today at Darjeeling.
I have laid the foundation stone of a unique North Bengal Wild Animals Park, which will come up near Siliguri on the way to Darjeeling.
The animals will roam around freely in open spaces of about 297 hectares and can be seen by visitors during safari rides in special vehicles.
It is indeed good news for our nature and wildlife lovers and tourists of the country and abroad who can enjoy African Safari experience in this Rs.250 Crore project that will come up in less than two years.
Drinking water is very scarce in Darjeeling. During the months from January to May and during peak tourist seasons, the town faces acute water scarcity.
We have set up a Water Supply Project from river Balason. Today, I have commissioned the project. Water from this project will be supplied to Darjeeling town and surrounding areas through pipe network which will be set up very soon. At the moment, the existing pipeline will be used for enhanced water supply.
For convenience of tea garden workers in particular as also other workers of North Bengal, we are setting up a North Bengal Office – “Shram Bhaban” of Labour Department. Today, I have laid foundation stone of this office building.
Our Mayel Lyang Lepcha Development Board set up earlier is doing excellent work for the Lepcha community.
For the Tamang community, we have today announced formation of a Board to work in a focussed manner for development of Tamang brothers and sisters and preservation of their rich heritage.
My best wishes to all of them.

We heard about a strong and vibrant India before the government came to power. We thought that it will be delivered to provide good governance.

But from the beginning, we are getting disappointed. Only one positive sign of the new government is established in two budgets that they have become a government of the FDI, by the FDI and for the FDI.

Already, there is FDI in the retail. Now FDI is increased to 49% in Defence, and Insurance Sectors. In addition, disinvestment in banking sector is up to 49%.

All these will adversely affect the people of the country.

In our State ‘Kanyashree’ project was launched for the first time with a provision of about ₹ 1000 crore. It is really shocking to see that an important scheme for girl child ‘Beti Bachao, Beti Parao’ has been announced with only a meager ₹ 100 crore for all states and UTs together. Is it not a mockery?

Again ₹ 100 crore has been allocated for the start-up companies for the rural youth. As against about 55 crore of rural youth population in the country, only ₹ 100 crore is highly insulting to them.

Even though, West Bengal has tremendous potential for textiles sector, it does not find place among the six new textiles clusters announced in the budget.

West Bengal, even being the largest fruits and vegetables producers in the country, has been denied for Horticulture University announced in the budget.

Even in 100 days’ work scheme, where the poor people are involved, not a single paise has been increased in allocation. On the other hand, prices of petrol, diesel and kerosene along with prices of fruits and vegetable and other essential commodities are increasing day by day.

The budget is visionless, missionless and actionless from the angle of the common people. It is not going to stimulate growth and development of the poor.

In both the budgets, it is noticeable that Bengal and so many other states are getting deprived.

The new government has just started functioning with a political vendetta. It is the morning that shows the day.

Alipurduar emerges as a new district in the map of Bengal.

In a historic programme today at Alipurduar, the new district was ceremonially inaugurated, thus fulfilling the long-standing demand of the people of the region.

We are indeed happy for having been able to fulfil their aspirations.

On this occasion, I congratulate the people of North Bengal, especially of Alipurduar and Jalpaiguri, and also the people of Bengal.

The creation of the new district will largely benefit the adivasis.

The subdivision of Alipurduar was more than 100 KM away from the district headquarter at Jalpaiguri. Some Blocks within the subdivision were even nearly 150 KM away. It was really very difficult for the people to commute such long distances to get their jobs done in the district headquarters.

Keeping in view the needs of the people and providing better services to them, and above all, enabling more administrative efficiency, our Government took the decision of bifurcating Jalpaiguri district and carve out the new District of Alipurduar with 8 police stations.

Hearty greetings to all my brothers and sisters of Alipurduar.

On my return trip from Alipurduar, I have penned a few lines, which I would like to share with all of you.

    Today is World Environment Day.

Environment is the most important resource for life.

We draw more, than give back to nature and environment.
    In the words of Tagore – “দিয়েছি যত নিয়েছি তার বেশি”।

To save our very existence, we need to save earth, trees, water, sea, river, all water bodies and keep the air clean to prevent global warming. This is necessary for a sustainable environment.

Let us all strive towards this goal for our better tomorrow.

Incidentally, today I am in the midst of lush green forest cover at Jaldapara National Park in North Bengal. The greeneries, captivating flora and fauna, beautiful elephants, rhinos, the fast flowing streams and above all, the warmth of the people around, have left me spell-bound.

I am uploading some pictures for all of you to see.

I have two meetings today – Tribal Advisory Council and Uttar Banga Unnayan Parishad. Lastly, I will join a ‘Tree Plantation’ programme at Hollong.

Highways and roads are key infrastructure for rapid economic growth.

To accelerate Bengal’s growth, we have always stressed on building good roads – both highways and rural roads, despite the massive financial and debt burden of Rupees 2 lakh 30 thousand Crore thrust on us by the Left Front regime and the deprivation of funds of about Rupees 87 thousand Crore by the Centre.

You will be happy to know that during 2013-14, the state has spent nearly Rs.1330 Crore on construction of rural roads. It is a phenomenal increase of 98.5% over the expenditure of Rs.670 Crore made during 2010-11 – the last year of the Left Front Government regime.

It terms of length of road, more than 2630 KM of rural roads has been constructed during 2013-14, as compared to 1385 KM during 2010-11, thereby registering a huge growth of over 89%.

Similar progress is also witnessed in case of State Highways, where there has been an overwhelming growth of nearly 145% in expenditure out of the State Plan Fund – increase from nearly Rs.502 Crore in 2010-11 to more than Rs.1230 Crore in 2013-14.

Another very important sector – drinking water – has also witnessed tremendous growth during our period.

There has been more than 250% growth in expenditure for creating piped drinking water sources under the PHE Department.

During 2013-14, the expenditure was more than Rs.1658 Crore as compared to 2010-11 when it was around Rs.470 Crore.

So you can see: our commitment translates to action – we do what we say.

Girl child is our asset and we are indeed very proud of them.

Our Government has launched a novel scheme - “Kanyashree” for the development and well-being of the girl child. Our objective is to instill confidence among them, to encourage their education, and to discourage their early marriage.

It was launched on 1st October, 2013, and the response has been so huge that within six months, nearly 13 lakh 20 thousand girls have registered and more than 8 lakh 73 thousand have already received benefits under “Kanyashree”.

In terms of simplicity, transparency and outreach, “Kanyashree” scheme is unique and first of its kind in India.

Not only can an applicant apply for the scheme in her school, madrasah, vocational training centre or wherever she is studying, for transparency purpose, the entire scheme can be accessed online on a dedicated website -
    www.wbkanyashree.gov.in

Our scheme is helping retention of adolescent girls within the educational system and preventing child marriage and trafficking. It has also empowered the young girls as now they have their own bank accounts.

Not surprising, therefore, that many organizations in the country and abroad have appreciated the scheme for its innovative approach, and an organization of the United Nations - UNICEF has become a partner of our Government for implementation of the scheme.

“Maati Utsav” has been inaugurated today at Panagarh, Burdwan. This is the second year of “Maati Utsav”.
Also MoU was signed with Bengal Chamber of Commerce & Industries, Raymonds, FICCI, ILFS and ASSOCHAM for training of 1 lakh handloom weavers and workers in gems and jewellery sector.

Today I was at Dooars, the beautiful forest area of Jalpaiguri at the invitation of my brothers and sisters of “Adibasi Bikash Parishad”, an important organization of the Adibasi people.

In a colourful programme, they conferred on me their highest honour “Singi Dayee” and “Marang Gomke”.

Last year also, my Lepcha brothers and sisters conferred on me their highest honour “Kinchoom Daarmit”.

I am indeed touched and overwhelmed and proud to be a part of their honour. My sincere gratitude and thanks to all of them.

Very humbly, I would like to quote Gurudev :
