    என் உயிரினும் மேலான எனதருமைக் கழக உடன்பிறப்புகள் இது போன்ற செயல்களில் ஈடுபடுவதில் எனக்கு சற்றும் உடன்பாடு இல்லை. இத்தகைய செயல்கள் எனக்கு மிகுந்த மன வேதனையைத் தருகின்றன. அன்புகூர்ந்து இது போன்று இனி யாரும் செய்ய வேண்டாம் என்று கேட்டு கொள்கிறேன்.

    அன்புச் சகோதரர் ராஜயோக்கியத்தை இழந்து வாடும் அவரது குடும்பத்தினருக்கு எனது ஆழ்ந்த இரங்கலையும், அனுதாபத்தையும் தெரிவித்துக் கொள்வதுடன், அன்னாரது ஆன்மா இறைவன் திருவடி நிழலில் அமைதி பெற எல்லாம் வல்ல இறைவனைப் பிரார்த்திக்கிறேன். மேலும் அவரது குடும்பத்திற்கு கழகத்தின் சார்பில் குடும்ப நல நிதியுதவியாக 3,00,000/- ரூபாய் வழங்கப்படும். அதே போல், மருத்துவமனையில் சிகிச்சை பெற்று வரும் முத்துலட்சுமி விரைவில் பூரண நலம் பெற்று வீடு திரும்ப எல்லாம் வல்ல இறைவனைப் பிரார்த்திப்பதுடன், அவரது மருத்துவ சிகிச்சைக்காக 50,000/- ரூபாய் வழங்கப்படும்.

    மேலும், மறைந்த கழக உடன்பிறப்பு திரு. ராஜயோக்கியம் அவர்களுடைய 9 வயது மகள் திவ்யாவின் கல்வி உள்ளிட்ட தேவையான அனைத்து உதவிகளையும் அனைத்திந்திய அண்ணா திராவிட முன்னேற்றக் கழகம் செய்து தரும் என்பதையும் தெரிவித்துக் கொள்கிறேன்."

    One step closer to people via Twitter Samvad

    I'm glad to share with you that I'm part of the launch list of #TwitterSamvad along with Hon'ble Prime Minister and 13 other Chief Ministers of States.

    As part of our ambitious "Digital India" initiative, Prime Minister Narendra Modi and Twitter Chief Executive Officer Dick Costolo launched the #TwitterSamvad service today. This free service gives us, leaders, the ability to send our tweets to our (offline) followers directly via SMS.

    I thank Twitter for making me part of this initiative. I laud Mr. Costolo's efforts for coming up with this novel idea of taking leaders a step closer to their followers. I remember meeting with Rishi Jaitly,Twitter’s Market Director for India and Southeast Asia, last year. He briefed me about Twitter having plans to expand its presence in India. I'm glad that it has come to fruition.

    As a proponent of technology and an active Twitterati, I think the #TwitterSamvad service gives us an opportunity to reach our people in a more personal way. Even for governments, this service will prove beneficial as it will help them connect with every citizen on a personal level and keep them updated.

    Samvad is a great cross-medium service that will bridge the digital divide & revolutionize how leaders talk to people. One of the most helpful features of this service is that it allows to send an urgent message by adding the #Alert hashtag in the tweet. These tweets will go as SMS immediately.

    The Alert service will be extremely useful during emergencies. It reminds me of how our government effectively handled disaster management responses during Cyclone Hudhud.

    Our efforts are paying dividends

    It is my privilege to share with all of you that the growth matrices of the key sectors of the state’s economy have been quite satisfactory in the current year.

    Reflecting the positive impact of these initiatives, the state, as per the advance estimates, has recorded a growth of 7.21% at 2004-05 prices in 2014-15.

    All the three sectors - Agriculture, Industry and Services - have shown encouraging growth. For achieving comprehensive development, my government is working out a district-wise growth strategy.

    While the Central Government has revised the base year for compiling the estimates of the India’s economy from 2004-05 to 2011-12, the states will continue to estimate their respective level estimates at the old base until the base year is revised to 2011-12. This will take a couple of months.

    With the new base, the growth rate of Andhra Pradesh for 2014-15 is likely to further go up by more than 1.2%, thus exceeding the India’s growth rate of 7.4% by 1%.

    Agriculture sector with a growth rate of 5.90% and Industries sector with a growth rate of 5.25% during 2014-15 gave us some respite. Fisheries subsector with abundant potential in the state, grew at 17.3%.

    In tune with the spirit of “Make in India” initiative of the Union Government, Manufacturing sub-sector has shown a decent performance. Services sector which has continued to be the prime contributor, registered a growth of 8.48%. Reflecting a surge in the standards of living, the Per capita Income of Andhra Pradesh, which currently stands at an impressive level of Rs. 90,517, is expected to grow even faster.

    However, given the long-term growth agenda, we need to put in greater efforts at cutting-edge level to achieve a higher growth rate in the coming years.

    In fact, Andhra Pradesh state is envisaging a double digit growth and has identified nearly 40 growth engines spreading across Agriculture, Industry and Services sectors of the economy, which together account for 80% of the total Gross State Domestic Product.

    Paddy, Maize, Groundnut in agriculture, Chillies, Banana, Mango in horticulture, Milk, Meat and Egg in Livestock and above all Marine and Inland prawn and fish under Fisheries sector are some of the key identified growth engines that are projected to register a quantum jump in value addition.

    In order to better micro-planning and policy-making, our government has embarked on compilation of Mandal Domestic Product. This exercise has been successfully piloted in two districts – East Godavari and Ananthapur.

    These positive factors really inspire us to serve even better and the resurgence broadly indicates that the growth-enabling polices put in place by my government have started paying dividends.

    Union Budget has let down the people of AP

    We had a lot of hopes on the Union Budget. The Centre has dashed our hopes. We feel let down and deeply disappointed. Even the Finance Commission couldn't address the development needs of the people of Andhra Pradesh.

    I, however, laud the Finance Minister for addressing all sections of people, pushing investments and infrastructure and, for taking a strong stand on black money.

    In case of Andhra Pradesh, we have time and again reiterated that our state is faced with several challenges after bifurcation. I have made multiple visits to New Delhi in the last 8 months, asking the Centre to support Andhra Pradesh and treat both states equally.

    I have always told them that their decision will have major impact on the people of Andhra Pradesh. The Centre has dashed the hopes of people of Andhra Pradesh.

    Most importantly, the Centre has not addressed our demand for Special status. There is no clarity on backward region funding too.

    During my visits to New Delhi, I had also asked for industrial incentives to boost manufacturing in the state. They've failed to address that need too. Even in the case of Polavaram multi-purpose project, only Rs.100cr has been allocated.

    We are in a dire situation. We lack a capital city. We have continuously raised the demand for funds for our new capital. We feel let down as this too has been ignored.

    In the Railway Budget, Visakhapatnam Railway zone, which was our demand, did not find a place.

    The onus is on the Centre to create a level-playing field and provide financial assistance by bringing Andhra Pradesh on par with other states.

    Andhra Pradesh cannot flourish without any funds or support from the Centre. I will soon make a representation to the Hon'ble Prime Minister and Finance Minister to support Andhra Pradesh and address our needs. I'm hoping that the Hon'ble Prime Minister will listen to our problems and support AP.

    Not only is the state staring at revenue deficit, we have also dealt another blow due to Cyclone Hudhud by Rs61,000 crore (according to UN estimates).

    I will not rest until justice is meted out to us and Andhra Pradesh gets Centre's support through financial assistance.

    இந்தச் செய்தியைப் பார்த்து நான் பெரிதும் மன வேதனையுற்றேன். மேற்கு வங்கத்தை சேர்ந்த ஓர் எளிய குடும்பத்தின் பெருமைக்குரிய மகளாகிய சௌமிதா டே தேசிய அளவில் பல விளையாட்டுப் போட்டிகளில் பங்கேற்றவர். இன்னும் உலக அளவில் புகழ் பெறும் வாய்ப்பும், ஆற்றலும் அவருக்கு இருந்தது. இந்த நிலையில் அவருக்கு ஏற்பட்டிருக்கும் உடல்நலக் குறைவு மீள முடியாததாக உள்ளது என்பதைப் பார்க்கும் போது பெரிதும் வருந்துகிறேன். செல்வி சௌமிதா டே இறையருளால் முழு குணம் அடைய வேண்டும் என்று பிரார்த்திக்கிறேன். கொல்கத்தா மருத்துவமனையில் சிகிச்சை பெற்று வரும் இளம் விளையாட்டு வீராங்கனை சௌமிதா டேயின் மருத்துவ சிகிச்சைக்காக உடனடியாக எம்.ஜி.ஆர். அறக்கட்டளையில் இருந்து 5 லட்சம் ரூபாய் வழங்க ஆணையிட்டுள்ளேன்."

    Finance Commission hasn't addressed development needs of AP

    The 14th Finance Commission’s increased devolution to states is a welcome move. It is good that the Commission has been considerate about states and increased the devolution to 42%.

    However, the Finance Commission has not addressed the development needs of Andhra Pradesh after unscientific bifurcation and has denied the state a level-playing field.

    The Finance Commission has not made any specific award for Andhra Pradesh, though it acknowledged that Andhra Pradesh has suffered fiscal damage as a result of reorganization. It has treated Andhra Pradesh on par with other States, both for the purpose of tax devolutions and revenue deficit grant

    The Commission’s estimates clearly indicate that Andhra Pradesh would be the only state in the country (other than the special category States) that would continue to have revenue deficit even in financial year 2019-2020 while several other states will close the year with a surplus budget.

    The award of Rs 2,06,819.24 crores over the next five-year period (FY 2015-16 to FY 2019-2020) only addresses the revenue expenditure needs (administration and maintenance costs of governance) of the state and does not take into consideration the development challenges of an agrarian state that does not have adequate space for revenue elasticity, lacks a capital city and the ecosystem for development and, is devoid of major growth engines.

    This clearly illustrates that Andhra Pradesh, despite being 8th largest state in terms of population, would be at the bottom (compared to other states), during the next five years in terms of fiscal performance.

    I sincerely hope that the Central Government will take note of the concerns of the people of Andhra Pradesh and take comprehensive measures in the upcoming Union Budget for creating a level-playing field and enable the state to catch up with the national development momentum in the spirit of cooperative federalism.

    Cultivating social consciousness will make us a better society

    Over the years, I have realized that social consciousness is a crucial part of leadership. It means conscious awareness of being part of an interrelated community of others.

    I believe that each one of us has to switch our word view from a self-centred mode to the one in which we see ourselves as an an integral part of a larger society. This requires being compassionate and service-oriented, and the will to stay inspired in order to be the agents of positive change in our own immediate communities and the society as a whole.

    I believe that our everyday social actions can lead to entrepreneurship, citizen virtue, and solidarity cultivation. Governments and societies which engage people in such an exercise where they are not only aware of the social environment but also begin to mobilize an intention to contribute to the greater good in a directed way are considered more humane and caring.

    I want to create a society where people of all sections of the society see themselves as a part of the collective and begin to work with others to co-create or shape the social environment by collaborative actions such as collective inquiry, social networking and learning.

    Like I always said, I want to have High Happiness Index in our state. For this, I will accept and respect diversity. Open communication plays an essential role in managing diversity and building an awareness of social situations.

    I envision a Sunrise Andhra Pradesh where our people are empathetic, sociall conscious and live together in harmony and, develop Andhra Pradesh into a state of our dreams.

    Entrepreneurship plays a crucial role in job creation

    I have always believed that India's demographic dividend is its greatest advantage. Demographic dividend is the advantage a country gets when its labour force or working population outgrows the number of people who are dependants.

    According to several surveys, in the near future, India will be the largest individual contributor to the global demographic transition. The US Census Bureau predicts that India will surpass China as the world’s largest country by 2025, with a large proportion of those in the working age category.

    This means our country will have the world's youngest workforce. I see this as an opportunity to accelerate entrepreneurship and self-employment in our country.

    Entrepreneurship is crucial for large-scale employment generation in India. India has the potential to build numerous highly scalable businesses in the next 30 years.

    I remember reading about the probability of entrepreneurial success from a survey that said 10,000 start-ups will need to be spawned to get to 2,500 large-scale businesses. This implies that these businesses could generate revenues of $200 billion, making contribution to the GDP and to employment at the same scale, as projected for the IT and ITeS industry.

    In my observation, the key to promote self-employment among the Indian youth is to promote skill development initiatives focusing on specific needs and challenges faced by budding entrepreneurs.

    I'm aware that there is a lack of dedicated training or skill development programs for entrepreneurs in the country. Developing an entrepreneurial ecosystem requires a collaborative effort involving numerous stakeholders such as government agencies, education and institutions.

    For this, our government has created a Skill Development Mission to focus on skill development training and upgradation. We also have AP State Skill Development Corporation that works exclusively on building capacities. We also have an Innovation and Start-up Policy which will create an ecosystem that promotes entrepreneurship.

    I believe that entrepreneurship plays a crucial role in job creation and hence, we need to encourage it. This can be done by promoting collaborative forums, having catalytic government policies, engaging with established businesses which can mentor/guide start-ups and holding proactive investor outreach programs through multiple channels.

    I'm confident that we will create plenty such avenues in Sunrise Andhra Pradesh where job creators and job seekers find their place and eventually, contribute to the economy by increasing the GDP and better their standards of living.

    Smart, sustainable infrastructure is the way forward for Sunrise AP

    Andhra Pradesh being a new state offers a plethora of opportunities for developing sustainable infrastructure. This includes planning and building infrastructure that uses minimal resource for construction and subsequent utilization.

    Smart infrastructure means adoption of technology to reduce the costs of transferring information and use IT to produce the smart component.

    The Fiber Grid is a classic example of sustainable as well as smart infrastructure. I want to provide broadband connectivity with a minimum of 15-20 Mbps speed to every household.

    This project will provide Internet connection to 12 million households and all the gram panchayats in our state. Under various phases of this project, Wifi connection will be provided at Gram Panchayats.

    I believe that this grid significantly reduces the costs at which people can access information, thereby making it sustainable. And, smarter by way of driving the utilization of technologies for enhancing outcomes.

    This will not only encourage individuals to adapt technologies and latest trends in the world but also enable better broadband speeds for private businesses.

    I believe it will provide networking opportunities for everyone from across the world.

    My dream is to see every citizen of Andhra Pradesh have options for better, faster broadband for hassle-free and faster communication.

    AP's capital will be a picturesque, riverfront city

    Our government has decided to build a world-class capital city for new Andhra Pradesh. I’m sure the new capital city will be a model for the entire country, and perhaps the best on the planet.

    We have entered into an agreement with the government of Singapore (government to government) to be a partner in development of the riverfront capital by providing the technology, knowledge and the investment for the new capital. Japan government also has offered to participate in this initiative.

    We have embarked upon a major programme of converting three major cities into mega cities and 13 cities into smart cities enriched with all modern amenities. We have individual road maps for targeted economic and industrial development of each and every district in the State.

    Three international airports - Vijayawada, Visakhapatnam and Tirupati - will be developed along with at least one domestic airport in each district. Three Metro Rail projects are also designed for Visakhapatnam, Vijayawada-Guntur-Tenali and Tirupati.

    The development of our state is essentially going to be port-led through utilizing the 974 kms of coast line. Andhra Pradesh has the potential to become the logistics hub of South East Asia.

    Our state also has the potential to become a manufacturing hub. This will enable companies to export (manufactured) goods from our state to any South East Asian Country. Our proximity to countries like Singapore, Malaysia, Indonesia and other countries gives us this advantage.

    I'm glad that I have the opportunity of building everything from scratch. Having said that, I also would like to make an appeal to all of you that our government will strive hard to keep the capital city and the state clean and free of trash.

    We, however, need to remember that we should stop littering our surroundings instead of cleaning it up later. World's best capital cities are not only known for their beauty but also for their waste management and social responsibility of its people.

    I hope you too will be conscious and ensure that our riverfront capital city's beauty is not ruined by trash. You can be our community police by creating awareness among people about not littering places and stop people from throwing trash. This will bring collective responsibility among our people.

    Davos round-up: We have more work to do

    My four-day trip to Davos has been great. The most memorable thing about this trip is that I was pleasantly surprised meeting my dear friend and Microsoft co-founder Bill Gates after 10 long years. I was delighted to see him. So was he. He told me he was happy to see me as the Chief Minister of the new State of Andhra Pradesh and congratulated me on my new gig.

    We shared our memories about the time I brought Microsoft to Hyderabad.he remembers all of it. I felt very humbled when he told me he was pleased to see me at the World Economic Forum Annual Summit in Davos.

    Interestingly, he has assured to support our state in education, app-development and start-ups & health sector. I have also asked him to explore the possibility of setting up a Microsoft Development Centre in AP.

    Later, I also had the opportunity to meet Microsoft CEO and son of our soil Satya Nadella. Our conversation was like a brainstorming session. I have enjoyed spending time with him and listening to his ideas.

    Another surprise came in the form of Google, assuring to support us in our digital literacy program. Google chairman Eric Schmidt and I had a 30-minute conversation.

    That apart, we have been able to get assurances from several investors in areas of technology, start-ups and app development, digital literacy and education, healthcare and immunization, etc.

    Hero MotoCorp, PepsiCo, Walmart International, Mahindra & Mahindra, Swiss Solar Technologies, Bharti Group, Wipro, Global Agenda Council of India and several Indian and international companies have come forward to invest in our state.

    While my trip began with a flurry of meetings with CEOs and heads of companies, it ended on a great note with several moments to cherish. This sure has been a great trip where I got to meet my old friends and network with news ones.

    But, we have more work to do. I'm doing my best to make our Sunrise State shine. I will strive hard and not rest until Andhra Pradesh becomes the best state and best destination in our country.

    World Economic Forum - A great platform for attracting investments

    Whenever I'm in Davos for the WEF Summit, I have a sense of familiarity with the place. That's because I have enjoyed moderating sessions at the WEF during my previous term. My trip to Davos for the World Economic Forum has been enlightening so far.

    This time, I had the opportunity of meeting several top industrialists, businessmen, CEOs and experts from various fields. My meetings with executives of Walmart International, PepsiCo, Wipro, Bharat Forge, Hero Group, Global Agenda Council on India, Swiss Cleantech and Solar Technologies and other companies were fruitful.

    Our "AP Investment Session" went off well. I enjoyed the session as it was lively and interactive. I had the opportunity to highlight the advantages and opportunities of our Sunrise State. Spanish delegates who were part of the event invited me to their country, to visit their smart cities and study their bullet train model.

    Walmart International has agreed to source local products and give them “Made in AP” branding. It has also assured open retail outlets in our state. It has also evinced interest in outsourcing agricultural and horticulture products for exports apart from promoting products made by DWCRA women groups.

    During my meeting with Wipro chairman Azim Premji, he has agreed to develop Vizag as digital city on pilot basis, support us in our e-Governance initiatives and skill development mission.

    PepsiCo chairman Indra Nooyi has evinced interest in setting up mango-pulp units in Chittoor, Krishna and Godavari districts. She told me that she is keen to take up packaging and branding of Coconut water in Konaseema. She will be in Andhra Pradesh in March to finalise the company's collaboration with our government.

    During my meeting with Swiss Consortium, we have decided to have a joint committee between our Industries Department and the Swiss Consortium to work out a master plan in key technology clusters of Smart Cities, Smart Villages, Renewable Hybrid Energy Solutions and Water Management.

    AP: The new address for Skill Development

    I consider myself fortunate to be part of the historic launch of app development programme titled "Smart Idea" in our state. This is the first time a state in India has come up with such an epoch-making program by supporting innovation and encouraging students to build apps.

    In my dream of making Andhra Pradesh a knowledge society, I realize the crucial role that our Skill Development Mission plays.

    Skilling has to be done in sectors ranging from engineering to auto, manufacturing, construction, tourism, hospitality, education, retail, banking & commerce, electronics, communication, information technology and others.

    What this means for us is that we require good training centres, better infrastructure facilities and labs, content, trainers, motivated trainees, training delivery, assessment & certification systems, scaling-up methodology, industrial opportunities in the form of apprenticeship and placements.

    In this direction, I have launched 17 skill development centres in the state. These will play a crucial role in enhancing the quality of human resources.

    The program, initiated a month ago, already has over 650 students from 98 colleges who have developed nearly 3,000 apps. Some of these apps will eventually be absorbed for e-Governance.

    Students pursuing any course (not necessarily Technology related) can enroll in this program. Colleges enrolled with the AP State Skill Development Corporation can be a part of this program.

    This will also encourage students to come up with ideas and turn them into products with suitable mentoring. This is how they will have their own start-up with support from angel investors.

    This means the Internet economy opens doors for thousands of start-ups that have taken bets on content, apps and services that really make the Internet the revolution it is.

    I’m confident that Andhra Pradesh will truly emerge as the “Epicentre of App Building” and stand as a model state for Innovation and Entrepreneurship.

    NTR's ideology an inspiration for "Smart Village - Smart Ward"

    Remembering our beloved Telugu Desam Party founder and my icon Nandamuri Taraka Rama Rao on his 19th death anniversary. NTR, as he was fondly called, was a messiah of the masses and ushered in value-based politics.

    A proponent of Telugu pride, he always kept his promise of "Arukotla Andhrula Aatma Gauravam." He charmed his way into hearts of people through his acting prowess. His portrayal of mythological characters like Rama and Krishna was so popular that often the face of the Gods even in religious art work ended up with an uncanny resemblance to NTR.

    After making it big in the film industry for 33 legendary years, he was deeply moved by the plight of the poor and forayed into politics, becoming a people's leader. He was a champion of women's rights, a proponent of social justice and was popular for his pro-poor policies.

    From being born in a farmer’s family at Nimmakuru village in Krishna district, he rose to become one of the greatest actors and leaders of India. His ideology and empathy have always inspired me to make our society more humane.

    Our government's "Smart Village - Smart Ward for a Smart Andhra Pradesh" community program is an idea that has emerged, keeping NTR's morals in mind. It is not a government's campaign but a people's movement.

    It is a way every villager, every citizen can give back to their society. My dream is to see happy, clean, healthy and self-sustaining villages and towns which harness the power of knowledge and technology in becoming prosperous.

    To achieve this, 20 non-negotiable indicators have been identified. Every village/ward can list out have additional commitments depending on the gaps, needs of the community.

    7 months: Several challenges and milestones

    Tomorrow, I finish 7 months as the Chief Minister of Andhra Pradesh. In these 7 months, our government has overcome several challenges as a result of unscientific bifurcation of the state.

    With ambitious goals set for ourselves, we had given a direction and shape to our dreams through 7 missions, 5 campaigns and 5 grids. We then held a Collectors' meeting in Vijayawada on August 7th to introduce these missions to district officials and take them to people.

    Today, as a review of the status of key indicators, we had a Pre-Budget State Level Conference in Vijayawada. My assessment shows that we have come a long way and are progressing in the right direction in developing Andhra Pradesh.

    However, I realize that, as a result of last 10 years of policy paralysis, we have hassles in collecting core data on key indicators in the state. The only way out of this problem is to hold quarterly reviews and obtain data on key indicators. This will not only gives us accuracy in terms of numbers but also helps us have good database to design our plan of action in improving Human Development Index (HDI).

    At today's meeting, I have asked district collectors to identify growth engines in each district. This will help us increase revenues from each district and eventually lead to a huge boost to our state's economy.I have also suggested them to have a "Collector's Dashboard" on lines of CM Dashboard and update key indicators.

    We also need to re-orient our Budget assessing the needs of people. One way could be by taking immediate steps to meet people’s needs and the other way could be to increase revenues.

    By making officials accountable, I want every unit of work to be measured and linked to development. By marking our priorities and balancing welfare and development, I'm confident that we can create a sustainable economy for our Sunrise State of Andhra Pradesh.

    AP has country's first innovation policy

    Idea is the key to everything. An idea, if executed well, results in a successful business model. Start-ups are now proving their mettle following this formula by absorbing the risk factor.

    I’m seeing a real resurgence of entrepreneurial spirit, and more start-up activity than ever before. The days of the “job work” mentality are waning with more people looking to get satisfaction by making the world a better place. Social entrepreneurship too is witnessing a boom.

    I see entrepreneurs enjoying failures as much as they like basking in the glory of success. Failures, however, teach them lessons and help them make their businesses better and risk-proof.

    This trend of burgeoning start-ups is what has prompted our government to come up with our country's first "Innovation and Start-up Policy 2014-2020". The new policy for innovation is based on five pillars: Shared Infrastructure, Accelerators/Incubators, Human Capital, Funding and a system of Good Governance.

    As part of this ambitious plan, we aim to have 100 Incubators/Accelerators, get 5,000 start-ups incubated and mobilize a Venture Capital fund to the tune of Rs.1,000 crore. I want to create at least one home-grown billion dollar technology start-up every year.

    Our government will work with universities, educational institutions and the industry to provide pre-trained manpower in emerging technologies and to foster a culture of entrepreneurship.

    By encouraging start-ups, we will not only give wings to them but also light the flame among aspiring entrepreneurs. More start-ups create more jobs. More jobs mean better economy.

    I dream of a day when every family in our state will have at least one entrepreneur and one e-literate. So, I encourage you to take the advantage of this new entrepreneur era and make your mark. After all, it is never too late to start!

    Pioneering e-Governance model in the country

    e-Governance is way to deliver better services to citizens in a transparent and efficient way. Like Prime Minister Narendra Modi said: e-Governance
    is not only electronic Governance, but also economic Governance, easy Governance and efficient Governance.

    From launching citizen-centric e-Seva services in the 90s during my first term as the Chief Minister to launching e-Office recently, our state has made tremendous progress in revolutionizing governance with the use of IT.

    e-Governance has now become a crucial tool for our government. Women from Self-help Groups (SHGs), kids, youngsters, farmers, engineers, employees, etc are part of Andhra Pradesh's e-Governance story.

    From paying bills to monitoring sale of sand, auctioning Red Sandalwood online and checking the status of power supply and generation, everything can be done online.

    Andhra Pradesh is also the first state in the country to hold a paperless e-Cabinet meeting. Using the app e-Cabinet, our ministers can have access to all the data and the agenda for the meeting digitally.

    For the first time in the country, we now have a CM Office Real Time Executive Dashboard (CORE) which gives real-time daily/weekly/monthly/yearly updates on every core sector.

    Another initiative that our state has pioneered is the Power Sector Dashboard. This gives real-time updates on feeders, transformers, power supply, generation, production and distribution in the state.

    Recently, I have launched e-Office - a Digital Workplace Solution. Our novel e-File system not only helps us store inward receipts and government files electronically, but also archive them.

    e-Office concept also increases accountability among government employees and ensures faster processing of files. This is the best way to re-invent and re-engineer the government. I aim to transform our government from a "Less Paper Government to a "Paperless Government".

    Moreover, Andhra Pradesh is also the pilot state for implementation of e-Biz – the national mission-mode project for providing an electronic single-window that will be operational very soon.

    Our state's e-governance solutions will expedite development process and empower people with the use of technology in building a brighter, vibrant and a Digital Andhra Pradesh.

    I'm overwhelmed by the tremendous response received for our Google Hangouts programme.

    Until yesterday, which was the last date to submit questions, we have received over 800 questions, creative ideas, suggestions and concerns - on Skill Development and Higher Education - the topic for our first live chat session.

    As mentioned, our social media team has collected questions and creative ideas with #AskAPCM or #AskCBN on Facebook, Twitter or Google Plus pages and also questions asked without the hashtags. These will be chosen and answered on merit basis.

    Following my appeal to submit questions on the said topic, we had also created an event "Hangout with NCBN". I'm glad that we have received a fantastic response from this too as I see that many are "going" to Hangout with me.

    Our programme has reached over 25 lakh people across the world and more than 25,000 people are closely following our Hangouts programme and will watch us live.

    Building a smart and sustainable Andhra Pradesh

    Today, I delivered the Key Note on 'Building Smart and Sustainable Infrastructure' at the Suminfra Summit on my vision of a smart and sustainable Andhra Pradesh. I realize that the concept of sustainability is often misunderstood.

    Here's the quote from United Nation’s Brudtland Commission which reflect my thoughts on sustainability.

    “Sustainable Development is the development that meets the needs of the present without compromising on the needs of the future.”

    Sustainable infrastructure includes planning and building infrastructure that uses minimal resource for construction and subsequent utilization. But, smart infrastructure means adoption of technology to reduce the costs of transferring information and use IT to produce the smart component.

    Our government's Urban Development Mission focuses on creating smart city infrastructure. Similarly, our five grids - Gas, Water, Road, Power and Fiber – the grid approach - enable us to provide basic amenities at low cost.

    The Fiber Grid is a classic example of sustainable as well as smart infrastructure. I want to provide a broadband connect with a minimum of 15-20 Mbps speed to every household. This grid significantly reduces the costs at which people can access information, thereby making it sustainable. And, smarter by way of driving the utilization of technologies for enhancing outcomes.

    While technologies are major levers for sustainable city development, we should not forget that “spaces are for people and not for goods or vehicular movement.”

    Keeping this in view, we have zeroed in on the Capital as Vijayawada and want to make it one of the best cities in the world – smart and sustainable. The reason why we chose this location is because it enjoys scale economies due to the existing infrastructure in this region.

    Land planning is being carried out in such a way people don’t travel to work to far-off places. This is being reduced through mix land use.

    The concept of smart cities is not about using technologies only but about smart outcomes and smart processes.

    I’m fortunate that I have the opportunity and the responsibility of developing a state that will be socially, economically and environmentally sustainable. Join me in this endeavour of making our Sunrise State of Andhra Pradesh shine.

    I'm delighted to share that we have signed a Memorandum of Understanding (MoU) with International Enterprise Singapore for master-planning and development of the capital city and its surrounding region.

    Our capital city will be developed into a modern, vibrant, sustainable
    and smart capital city with a strong economy, world-class social amenities and efficient transport and logistics networks.

    We will study and adapt Singapore’s experiences in urban development and urban governance. The Centre for Liveable Cities will be assisting our Capital Advisory Committee and government officials on urban governance practices to enhance institutional capacity.

    A joint High-level Committee will be formed to provide overall leadership, supervision and direction for their cooperation in the master-planning and development of our capital.

    During my meetings with Mr S. Iswaran, Second Minister for Trade and Industry, Singapore, yesterday, he told me that Singapore is delighted to be Andhra Pradesh's partner in master-planning and developing the new Capital city.

    This partnership is also an excellent example of how Singapore and Singapore companies can seize opportunities and contribute their expertise in urban planning, development and governance to develop smart cities for India.

    I consider myself fortunate to have this 'once-in-a-lifetime-opportunity' to build the capital city of our Sunrise State of Andhra Pradesh. This capital is people's capital and it is being built by considering the interests of my people.

    Each one of you is a partner in the development of our capital and should be proud of it. I'm confident that our capital will set benchmarks for other countries and be the cynosure of all eyes.

    Positioning Andhra Pradesh as a logistics hub of South East Asia

    Andhra Pradesh has an advantage of 1000-km long coastline and deep-water ports which give us an advantage over other states on the East Coast of India.

    Ports offer tremendous potential for development and growth of a wide spectrum of maritime activities such as international shipping, coastal shipping, ship repairs, fishing, captive ports for specific industries, all weather ports, tourism and sports.

    Our state has 14 notified non-major ports and one major port (Visakhapatnam) along our coastline. Visakhapatnam is the country’s largest major port handling the largest cargo in India.

    Currently, our ports have the capacity of handling 85 MT of cargo per annum and we aim to increase this to 200 MT by the year 2020.

    At the state level, Andhra Pradesh is ranked second behind Gujarat and handles 10% of the total non-major port traffic.

    We are fortunate that our beloved port city, Visakhapatnam, with its natural deep harbour and strategic location is also the home of the Eastern Naval Command. It truly is a “Jewel in AP’s crown” apart from being the Jewel of East Coast.

    In order to position Andhra Pradesh as a logistics hub of South East Asia and lay the foundation for rapid growth of economic activity, I aim to improve air, rail, and road connectivity for all districts.

    Port-based development will be taken up in the coastal districts and industries that benefit from proximity to ports, beaches and marine products will be set up here.

    I believe our state also has the potential to become a manufacturing hub. This will enable companies to export (manufactured) goods from our state to any South East Asian Country. Our proximity to countries like Singapore, Malaysia and other countries gives us this advantage.

    My ultimate aim for our Sunrise State of Andhra Pradesh is to make it a hub of economic activity focusing on all sectors equally.

    It has been quite an interesting day in Japan today. I met Hon'ble Prime Minister of Japan Shinzo Abe in Tokyo today. He assured that Japan will extend full cooperation to the new State of Andhra Pradesh in its development and also help us in building world-class capital city.

    Mr. Abe said that our meeting will strengthen bilateral ties between Japan and Indian and open new vistas for both the countries in strategic and global partnership.

    In the last five days, I met various delegates, industrialists, CEOs, dignitaries, politicians and businessmen who have given assurances to extend their help to our Sunrise State of Andhra Pradesh. It is indeed a rare opportunity to meet experts from various fields.

    We have signed six MoUs during this Japan tour with Sumitomo Corporation, Ministry of Economy, Trade and Industry of Japan (METI), New Energy and Industrial Technology Development Organization (NEDO). Another MoU was signed between Sri City and Kobelco company.

    I'm hopeful that some more proposals and partnerships will come to fruition in the next few days. I will create a 'Japan-Desk with Japanese-speaking escort executive who will ensure faster clearances and approvals for Japanese firms. We also want a to set up a liaison office in Japan. This, I believe will streamline our ties and also enable me to review the status of projects every six months or one year.

    Another interesting aspect of this visit is that I will be introducing Japanese language in Andhra University and Nagarajuna University. This will create a cultural exchange between India and Japan.

    This trip has been very useful and enlightening to me. I'm hoping that we learn from each other in this process of relationship-building between India and Japan. My aim is to give my people of Andhra Pradesh a state that is economically prosperous and is a healthy and a happy society.

    Brimming with optimism in Japan

    My meetings in Japan in the first two days have been engaging. I have told businessmen, industrialists and other stakeholders that India as a country is different today. It is ready for investments.

    India is a sleeping giant. All it needs is investments. And, on the other hand, Japan is scouting for investments. I believe that our cordial relations with Japan coupled with its need for international markets will make this a great combination for a business relationship.

    Japanese firms already have a considerable presence in India and Andhra Pradesh. I have invited Panasonic to explore opportunities in Vizag. At the Osaka Chamber of Commerce and Industry, I spoke to businessmen about our state's strong agricultural base and invited them to work with us in agri processing industry.

    Moreover, I believe that our harmonious Centre-State relationship will usher in investments. I have asked Japanese investors to put their apprehensions about India to rest and come to invest here with an open mind.

    I assure investors that we will not only give them single-window clearance but also a single-desk clearance. I'm considering setting up a "Japan-Plus Cell" at my office on the lines of the one at the Central level. Clearances will be faster and easier.

    One of the most interesting aspects of my day (today) was meeting Mr. Masahi Hashimoto, chairman of International Business Committee of Osaka Chamber of Commerce and Industry. I was pleasantly surprised to learn that Mr Hashimoto did his homework about our state. He told me that Andhra Pradesh is known as an IT state and a centre for higher education.

    Quoting Mr. Hashimoto's words here: "We are hopeful that AP will play a very important role in the growth of India."

    I'm glad that we have struck the right chord with investors in Japan. This trip is filling me with hope an optimism for our Sunrise State of Andhra Pradesh. We shall and we will get better at everything as time progresses. Until then, let's work hard to build a state of our dreams.

    Our new state of Andhra Pradesh is taking steps towards growth and development. In this adventurous journey, we are looking to attract investments from across the globe.

    As part of my efforts to make the state a global player, I will be leaving to Japan tonight. I will be addressing various delegates, CEOs, economists and other stakeholders during my meetings in the next five days.

    Japan, despite its small size, is a major economic power in the modern world and is the 3rd largest economy. The main power behind Japan's economy is its manufacturing industry.

    Andhra Pradesh too has the potential to become a manufacturing hub in Electronics. "AP SUNRISE" will serve as a one-stop-shop for all services to investors, embodying a single-window for obtaining required permission from various departments with escort officers to handhold the processing for mega projects.

    There are several opportunities for automobiles, electronics, textiles, food-based industries, chemicals and petro chemicals, textiles and mineral-based industries in our Andhra Pradesh.

    Like Japan, I want to make Andhra Pradesh also as one of the best examples of benchmarking practices. The whole world has seen Japan’s rags to riches story. Now, it is our turn to made Andhra Pradesh synonymous with quality, reliability and preference.

    I want to create a food system that includes everything from farm to fork; an education system that makes students industry-ready and open a world of diverse career opportunities, a government that communicates with people; an e-Governance system where we leverage the power of IT to attain a position of leadership and excellence to transform itself into an innovation society, a social empowerment system encouraging rural entrepreneurship; and create an ecosystem that is sustainable and smart.

    I want to take "Make in India, "Made in Andhra Pradesh" slogan to the world. That is my vision, mission and passion. As the torch-bearer of our state, I invite investors from the Land of Rising Sun to our Sunrise State.

    Singapore trip was insightful and a great learning experience

    The last three days have been quite enlightening in Singapore with a flurry of meetings, visits and reviews. It was an insightful trip through which I renewed my old contacts (when I put Hyderabad on global map) and made new friends.

    I'm delighted to share that our film received a standing ovation from CEOs and investors. I'm positive that we have made a fantastic impression on investors about growth opportunities in Andhra Pradesh.

    On the first day, I visited Marina Bay Sands Sky Park and Centre for Liveable Cities. It was enlightening to learn about how meticulous urban planning and execution for the city-state made it one of the most liveable places on the planet.

    My second day started off with Breakfast Roundtable with CEOs of Singapore companies with global presence. I told them: "Our PM had given a call to 'Make in India'. My call is 'Make in India', 'Made in AP'.”

    On the final day of the visit, I delivered a Key Note on "The States of South Asia" at the Institute of South Asian Studies. I spoke extensively about how our country and our state have the strength to forge ahead in development and make strides globally.

    One of the most important takeaways from the trip was that I understood how the use of innovative urban planning, technological and governance models and the right focus and resources, can make cities and countries smart or more sustainable.

    Our journey has begun. We are progressing in the right direction. I'm confident that investments will flow into our state and illuminate our lives.

    Integrating Innovation and e-Literacy into Human Resources

    Today, I spoke at the India Economic Summit 2014 in New Delhi. I was delighted to unveil my grand vision for AP amidst CEO and various delegates at the Summit.

    You are aware of the fact that technology is a subject close to my heart. I want everyone to use technology to better their lives. And, I aim to do this in our Sunrise State of Andhra Pradesh.

    Our government plans to update syllabus in educational institutions by enhancing the quality of technical education, holding Entrepreneurship Bootcamps, awarding credits for online courses and make at least one person from a family an e-literate.

    I believe that students should be given choices in subjects so they can pick a subject of their choice. We are mulling introduction of electives that will usher in creative thinking and innovation.

    We are considering mandatory apprenticeship and skill enhancement by MSMEs so that graduates become employable and increase productivity. Faculty upgradation, training and on-boarding facilities, guest lectures from international mentors/ experts and awards for innovation are on the anvil.

    The ecosystem needs to change. Every sector, from agriculture to energy and food processing, ought to incorporate technology into their daily operations for simple, efficient functioning.

    Let's work towards becoming a technologically advanced state and make our dream of Digital Andhra Pradesh true.

    We are treading a growth path that has put our Sunrise State of Andhra Pradesh on the road to development. This reflects that we are making strides and progressing.

    I believe that technological advancements are pushing our boundaries and compelling us to innovate.

    Innovation is the lifeblood of entrepreneurship. I believe education and innovation coupled together will create job opportunities in our new state. I have a vision to use business and technology and incorporate these in improving the welfare of the state through excellent e-Governance and IT.

    What I want to do for Andhra Pradesh is to integrate community into everything we do. I aim to chart a path to profits and investments where people work passionately for a purpose.

    Our challenges are numerous. But, we will overcome these adversities and pitch for "Advantage AP".

    Today, our government held a road show on IT & industries promotion in Bangalore. I have addressed CISCO employees on my vision for AP.

    Second Green Revolution in AP begins today!

    Today’s meeting with Professor MS Swaminathan, renowned agricultural scientist and Father of India's Green Revolution, marked the beginning of a second green revolution in AP. Prof. Swaminathan has agreed to guide Guntur University and transform it into a hotspot for research & knowledge development. The University will also promote science-based agricultural knowledge dissemination that will vastly improve farm practices and management in AP.

    We also spoke at length about how advancements in science and use of inclusive agriculture can assure a green, thriving and food secure AP. I spelled out my Government’s vision to achieve a knowledgeable, technology-abled farmers’ community who can connect to markets directly. My previous experience and success with Rythu Bazars, which the Centre has initiated recently, will give us much headway in our pursuit.

    Dr. Swaminathan was his usual kind self when he agreed instantly to coparticipate in AP’s development story by introducing sustainable agricultural practices here. He will also help guide farmers towards achieving profitable and resilient agriculture, sustainable food, economic and environmental security.

    Prof. Swaminathan has extended an invitation to attend the Indian Youth Science Congress 2014 organised by M.S. Swaminathan Research Foundation. I feel honoured and look forward to meeting tomorrow’s scientific leaders on a single platform.
