    The Text of My Speech of at the International Counter Terrorism Conference in Jaipur :
    It gives me pleasure to deliver the inaugural address of this International Counter-Terrorism Conference. It is also heartwarming that India Foundation and Sardar Patel University of Police Security and Criminal Justice are organizing this Conference. Today, when much of the world is trying to grapple with the menace of terrorism, this Conference being held to deliberate on ways and means to counter terrorism is a welcome initiative.

    A galaxy of counter-terrorism experts from several countries are gathered here. The timing of this Conference is apt, since the world is witnessing an entirely new paradigm of terrorism in the form of the Islamic State (IS). Never in the history of mankind, has a terror outfit controlled such a large geographical area, generated such huge funds and has been immune to world public opinion regarding its atrocities on innocent people. The appeal of ISIS to young, educated people, inspite of its medieval ideology, is a cause for concern to the global community. I hope this Conference analyzes this phenomenon and suggests policy prescriptions.

    Terror outfits like ISIS do not believe in a plural society and are extremely intolerant of a liberal and secular democratic order. They do not accept the fundamental fact that diversity of faiths and philosophies reflects the inherent beauty of human beings. These terrorists unleash the worst forms of violence to erase the diversity and destabilize the democratic order. Mass killings of people of other faiths and mass enslavement of women by the ISIS and Boko Haram - who belong to this category of terrorists are frequent occurrences these days.

    In their endeavour to shape a future for mankind according to their dangerous dreams, they do not even spare the past. They vandalize the secular heritage of mankind left in the form of art and craft. Destruction of Bamiyan Buddha by Taliban in Afghanistan and the pre-Islamic relics by the ISIS in Syria and making a big spectacle of such destruction by posting their videos on internet reflect their utter depravity.

    These terrorists are adept at using the latest technologiesto propagate their beliefs and deeds. They extensively use modern technology to reach out to wider audience with susceptible minds. Their online propaganda is causing online self-radicalisation among youths. It is a matter of serious concern that they are seeding the minds of innocents with poisonous provocation and inspiring them to be brutally intolerant and violent with others.

    However, at the same time, I am happy to note that the influence of Islamic State on the Indian youth is negligible. According to our intelligence agencies, just a handful of Indian youth have joined the ISIS. Some have also returned after being persuaded by their families.

    The failure of ISIS to attract Indian Muslims, who constitute the second largest Muslim population in the world, is due to their complete integration into the national mainstream. Indian Muslims are patriots and are not swayed by fundamentalist ideologies. Extremism is alien to their nature. Moreover, India, as a country is proud of all its diversity. I am happy to note that India has the second largest population of Muslims in the world after Indonesia. India is home to all 72 firqas of Muslims and it houses one of the oldest Church known to mankind in the world. We have been practicing the philosophy of peaceful coexistence for centuries.

    We also need to be concerned over the increasing possibility and opportunity to use available technology and cyberspace in a destructive manner. The computing power of your smartphone is greater than all the computing effort deployed to put a man on the moon in 1969. The menace of terrorism is greatly amplified in today’s digital world. An incident in one corner of the globe can instantly spark a reaction thousands of miles away; and where a ‘lone wolf’ or a ‘DIY (Do It Yourself) Terrorist’ can go online and learn how to carry out an attack without ever leaving home. We have recently constituted an expert committee to look into all possible avenues of cybercrime and its linkages with the terrorist world.

    The source of most terrorist activity in India lies across our borders. It is unfortunate that even after paying such a heavy cost for itself, Pakistan and its associates find it difficult to understand that there are no ‘good terrorists and bad terrorists’. Differentiating terrorists into ‘Good’ and ‘Bad’ categories has failed miserably. If the ISI and the Pakistan army stops its support to certain terror outfits, I have no hesitation in saying that the security situation in South Asia will improve significantly. I sincerely believe that the Pakistan should seriously rethink its strategy of using terrorism as an ‘instrument of proxy war’ and it would be in her own national interest.

    India has been a victim of cross border terrorismfor the last several decades. Terrorists organisations like Laskhar-e-Toiba and Jaish-e-Mohammad etc., patronized by those across the border, have inflicted several acts of terror on the Indian soil. There are several instances of such proxies being used in other parts of the world.

    Terrorism knows no boundaries and doesn't respect nations' sovereignties. They have become trans-national in character. They use modern technology to propagate their ideology and perpetrate violence. They are exploring new frontiers to inflict terror such as cyber terrorism and use of chemical, biological and radio-active nuclear devices.

    Since terrorist outfits do not recognise national boundaries and acts of terror are executed often through networks spread over several countries there is no alternative to forging international cooperationto effectively counter it. Such co¬operations are required in the field of intelligence sharing to pre¬empt terrorist threats.

    International Co-operations are also imperative among the law enforcement agencies of different countries for post-event investigations to bring the terrorists to justice. International co-operation is also needed to build popular opinion and pressurise the countries that use terrorists as their strategic assets.

    I understand that this Conference is also discussing issues related to India’s internal security like the Left Wing Extremism and Border management. I will keenly await your recommendations on these issues so that I get a non-governmental perspective for policy formulation.

    This brings me to the next issue of the role of think-tanks and non-governmental organizations in positively influencing policies of the government. It is my opinion that the government should benefit from as many strands of opinions as possible, to formulate policies. The inputs of security experts and think-tanks, at present, have little or no influence in policy formulation in India. I want this to change. I feel that the government should benefit from your expertise and knowledge. Also, the think-tanks have an important role in developing strategic culture in India by aiding informed discourse on national security issues. Hence, I once again welcome this initiative of the Rajasthan Government in partnership with the India Foundation.

    Finally, I am given to understand that one whole day is devoted to discussions on global terrorism. This is important since the lines of local terrorism and global terrorism are getting blurred. In many ways, international terrorism today is an unintended outcome of the process of globalization. Hence, all countries should be aware of developments in this area, which is bound to affect them in some way, sooner or later. Also, this brings me back to my earlier point that all nations should be on the same page to tackle terrorism and there cannot be any discrimination in this regard. With these words, I wish this Conference all success.

    Text of the Statement in Parliament today:
    “I had made a Statement based on the report received from the Government of Jammu & Kashmir on 9th March, 2015 regarding the release of separatist Masarat Alam Bhat I had also mentioned that more information in this regard is being collected from the State Government. We have received a further report from the State Government in the matter.

    The State Government has informed that 27 criminal cases are continuing against Masarat Alan Bhat. Masarat Alam Bhat has been booked 8 times, since February, 2010 under Section 8 of the Jammu & Kashmir Public Safety Act of 1978. The last such detention order was issued by the District Magistrate, Jammu on 15.09.2014. Such detention order issued by the District Magistrate, Jammu is to be approved by the State Government within 12 days of the issuance of such detention order as per Section 8(4) of the Public Safety Act.. The detention order issued by the District Magistrate, Jammu on 15.09.2014 was received in the Home Department of Jammu & Kashmir on 09.10.2014 after the lapse of 23 days and hence the same could not be approved.

    The State Government has further informed that there were no fresh grounds for detention as verified from the District Magistrate, Jammu. The grounds based on which earlier detention orders were, quashed by the Hon’ble High Court and this detention order contained the same old grounds of detention.

    The Hon’ble Supreme Court of India had also, in March 2013, observed that if any fresh detention order is issued by the Government of Jammu & Kashmir with respect to Masarat Alan Bhat, the same shall not come into force for a period of one week from the date of communication of the order to enable him to pursue appropriate legal remedy.

    After some correspondence with the District Magistrate, Jamrnu and State Law Department, the State Government wrote to the District Magistrate, Jammu on 04.02.2015 vide their letter No. Home/PD/01/2014 dated 4.2.2015 informing that the detention order dated 15.09.2014 issued by him ceased to remain in force The District Magistrate, Jammu was further informed that a fresh order can, however, be issued for detention of the detainee after following the procedure prescribed in the Public Safety Act and directions of the Hon’ble Supreme Court.

    Thereafter, the detenue was released on 07.03.2015.

    The State Government has also informed that a proper system is in place to have an effective surveillance over Masarat Alam l3hat’s activities. As and when anything adverse surfaces, appropriate action as envisaged by law will be taken. The intelligence apparatus and local police work in tandem thereby facilitating planning of advance and adequate deployment of law and order components for maintenance of peace and order in areas likely to be visited by Masarat Alam Bhat and other separatist elements.

    The Home Ministry has issued an advisory to the Government of Jammu & Kashmir on the following lines:

    (i) All 27 criminal cases registered against Masarat Alam Bhat will be pursued vigorously and steps also taken as per law to challenge the orders pertaining to grant of bail to him in such cases.

    (ii) A close surveillance must be ensured on such of the activities of Masarat Alam Bhat and his Other associates and followers, which are detrimental to public order or the unity and integrity of the country in general and the State of Jammu & Kashmir in particular. Anything coming to adverse notice must be promptly reviewed in the light of the Public Safety Act and appropriate action taken immediately.

    (iii) The State Government will ensure that the surveillance and monitoring of the activities of Masarat Alam Bhat and his associates and followers as mentioned above, is done in close tandem with the Central Government security and intelligence agencies in the larger interest of maintaining peace and public order and normalcy in the State.”

    कश्मीर घाटी के अलगाववादी नेता मसरत आलम भट्ट की रिहाई पर संसद में वक्तव्य

    सदन के कई सम्मानित सदस्यों ने कश्मीर घाटी में अलगाववादी नेता मसरत आलम भट्ट की रिहाई को लेकर चिंता व्यक्त की है। अलगाववादी नेता की रिहाई की जानकारी मिलते ही हमने जम्मू-कश्मीर के गृह विभाग से पूरी रिपोर्ट मांगी।

    यह रिपोर्ट हमें प्राप्त हो चुकी है। मैं पूरे सदन को अपनी तरफ से, अपनी सरकार की तरफ से आश्वस्त करना चाहता हूं कि इस देश में पब्लिक सेफ्टी और पब्लिक सिक्योरिटी के सवाल पर हमारी सरकार किसी भी सूरत में समझौता नहीं करेगी।

    हम राजनीति सरकार बनाने के लिए नहीं करते। हम देश बनाने के लिए राजनीति करते हैं। जम्मू-कश्मीर गृह विभाग से प्राप्त जानकारी सदस्यों के संज्ञान में लाना अपना दायित्व समझता हूं।

    सन 2010 में कश्मीर घाटी में हुए उग्र प्रदर्शन में प्रमुख भूमिका मसरत आलम भट्ट ने निभाई थी। मसरत आलम भट्ट के ऊपर 27 आपराधिक मामले दर्ज हैं। यह मामले हत्या के प्रयास के हैं, षड़यंत्र के हैं और साथ ही साथ राजद्रोह के मामले भी उसके ऊपर लगे हुए हैं। जम्मू-कश्मीर के गृह विभाग ने बताया है कि मसरत आलम के विरुद्ध दर्ज 27 के 27 मामलों में उसे जमानत मिल चुकी है। मसरत आलम को पब्लिक सेफ्टी कानून के सेक्शन 8 के तहत फरवरी, 2010 से अब तक 8 बार निरुद्ध किया गया है।

    पब्लिक सेफ्टी की धारा 18 (ए) (बी) के अंतर्गत ऐसे व्यक्ति जो देश की सुरक्षा के लिए खतरनाक हैं, उसे पहले छः माह के लिए निरुद्ध किया जा सकता है और धीरे-धीरे यह अवधि दो वर्ष के लिए बढ़ाई जा सकती है। इसकी निर्धारित सीमा दो वर्ष तक की है। हाई कोर्ट का कहना है कि किसी व्यक्ति को एक ही आधार पर दो वर्ष से अधिक समय तक बंद नहीं किया जा सकता। किसी व्यक्ति को फिर से निरुद्ध करने के लिए नया आधार चाहिए और नये आरोप चाहिए। यह रिपोर्ट वहां के गृह विभाग से हमें मिली है और हम इससे पूरी तरह संतुष्ट नहीं हैं। हमने कुछ स्पष्टीकरण मांगा है। स्पष्टीकरण प्राप्त होने के बाद मैं इसकी जानकारी फिर से दूंगा।

    सरकार ने पूरे मामले को गंभीरता से लिया है और मैं सदन को आश्वस्त करना चाहता हूं कि राज्य सरकार से पूरा स्पष्टीकरण प्राप्त होने के बाद आवश्यकता हुई तो भारत सरकार कठोर से कठोर एडवाइजरी जारी करेगी।

    जम्मू-कश्मीर के मुख्य मंत्री के वक्तव्य के संबंध में लोकसभा में आज दिए गए बयान के अंश

    जम्मू-कश्मीर के नवनियुक्त मुख्य मंत्री जनाब मुफ्ती मोहम्मद सईद द्वारा शपथ लेने के बाद जो बयान जारी किया गया था, उसके संबंध में माननीय सदस्य ने सवाल खड़े किए हैं। मैं दो टूक शब्दों में और स्पष्ट कर देना चाहता हूं कि हमारी सरकार और हमारा दल, उनके इस बयान से पूरी तरह से डिसोसिएट करते हैं, हम स्वयं को उस बयान से अलग करते हैं। यह मैं दो टूक शब्दों में कहना चाहता हूं।

    प्रधानमंत्री जी से हमारी बात हुई है, प्रधानमंत्री जी से बात होने के बाद ही मैं इस सदन में वक्तव्य दे रहा हूं। इसीलिए मैं समझता हूं कि हमारे वक्तव्य को ले कर किसी भी प्रकार का विवाद अथवा कोई शंका किसी के मन में नहीं होना चाहिए। जो मैं कह रहा हूं, वह सोच समझ कर कह रहा हूं और अपने प्रधानमंत्री जी की सहमति के आधार पर कह रहा हूँ।

    जम्मू और कश्मीर में विधानसभा का चुनाव हुआ है वह बहुत ही शांतिपूर्ण माहौल में हुआ है, इसके लिए मैं जम्मू-कश्मीर की जनता को बधाई देना चाहता हूं। जो यह शांतिपूर्ण माहौल रहा चाहे वो जम्मू में रहा हो, चाहे वो कश्मीर में रहा हो, यह जो माहौल बना है उसका श्रेय यदि मैं किसी को देना चाहता हूं तो मैं निर्वाचन आयोग देना चाहता हूं। उसका श्रेय यदि मैं देना चाहता हूँ तो अपनी सेना के जवानों को देना चाहता हूँ, उसका श्रेय यदि मैं देना चाहता हूं तो अपने अर्धसैनिक बलों को देना चाहता हूं, उसका श्रेय यदि मैं देना चाहता हूं तो जम्मू-कश्मीर की जनता को देना चाहता हूं।

    बहुत ही शांतिपूर्ण और स्वस्थ माहौल में वहां का चुनाव संपन्न हुआ है और मैं समझता हूं कि लोकसभा में मतदान से भी अधिक मतदान इस बार जम्मू-कश्मीर के विधानसभा चुनाव में रहा है। इसके लिए जम्मू-कश्मीर के जनता बधाई की पात्र है।

    मैं समझता हूं कि विशेष रूप से आज जो मुद्दा सदन में उठाया गया है इस मुद्दे के संबंध में मैं विश्वास के साथ और प्रधानमंत्री जी के साथ हुई बातचीत के आधार पर जो हमारी जानकारी है उसके बाद मैं कह रहा हूं कि इस संबंध में उनकी जम्मू-कश्मीर के मुख्यमंत्री के साथ कोई बातचीत नहीं हुई थी इसलिए मैं समझता हूं कि स्वयं प्रधानमंत्री जी का सदन में आकर बयान देने का कोई प्रश्न नहीं है।

    नेपाल में बादल फटने से आई तबाही ने ना सिर्फ़ नेपाल में बल्कि भारत में और ख़ास तौर उत्तर प्रदेश में भी कहर मचाया है। भारी बारिश की वजह से नेपाल को कई बांधो से पानी छोड़ना पड़ा है और इससे उत्तर प्रदेश के कई गाँव में बाढ़ आ गयी है, कई लोगों की मौत हुई है और सैकड़ो लोग लापता भी हैं। ये बहुत ही दुखद है। समुचित व्यवस्था ना होने और समय से पहले चेतावनी ना मिलने के कारण ये तबाही अधिक भयावह हो गयी। जबकि दो हफ्ते पहले से ही सोनकोसी भूस्खलन की स्तिथि बन रही थी और इससे बाढ़ आने की सम्भावना व्यक्त की जा रही थी। ऐसे में भारत के लिए ये अतिआवश्यक है कि नेपाल के साथ मिलकर एक ऐसी प्रणाली विकसित हो जिससे की ऐसी किसी भी स्तिथि में पूर्वसूचना मिल सके और सुधारात्मक कदम उठाये जा सके। और कोसी हाई डैम प्रोजेक्ट को भी अमल में लाना चाहिए।
    मैं पीड़ित परिवारों के प्रति संवेदना व्यक्त करता हूँ और मृतकों के लिए प्रार्थना करता हूँ।

    Cloud Burst incident in Nepal has not only caused havoc in Nepal, but has also affected India, especially Uttar Pradesh. Nepal had to release water from many dams due to incessant rainfall, and this led to flooding in many villages of Uttar Pradesh causing death of many, while, hundreds are still missing. This is very tragic. Lack of preparatory measures and absence of any early warning has increased the magnitude of this catastrophe. Just 2 weeks back, landslide on Sonkosi river in Nepal had led to a possibility of flash floods in the region. In such a scenario, it is of utmost importance for India to develop a joint mechanism with Nepal, to get an early warning and take adequate preparations to prevent or minimize the damage. Also, the Kosi High Dam project should be implemented at the earliest.
    My condolences to the affected families and I pray for the deceased souls.

    उत्तर प्रदेश सरकार की साल २०१४-२०१५ की प्रस्तावित मोल्लासेस पालिसी में आरक्षित कोटा 20% से बढ़ा कर 34% हो सकता है। नई नीति का दुष्परिणाम 62 नॉन-कैप्टिव मिलों (जहाँ शराब का उत्पादन नहीं हो पाता) पर पड़ेगा। कैप्टिव चीनी मिल मोल्लासेस नहीं बेचते क्योंकि वे उसका शराब उत्पादन में इस्तेमाल कर लेते हैं। जबकि नॉन-कैप्टिव मिल, शराब उत्पादन ना होने के आभाव में, आरक्षित कोटे में मोल्लासेस बेचने पर मजबूर हैं। अब इससे प्रदेश में पहले से ही अलग-अलग कारणों से चल रहे मिल मालिकों और सरकार के बीच की तनातनी में बढोत्तरी होगी और अंत में इसका दुष्परिणाम किसानों को ही भुगतना पड़ेगा। आश्चर्य की बात तो ये है की ये सब ऐसे समय में हो रहा है जब बहुत सी इंडस्ट्रीज को लाभ पहुचने के लिए करोडो रूपए का टैक्स रेवेन्यू छोड़ा जा रहा है , ऐसे समय में कृषि सेक्टर जोकि सबसे ज्यादा रोजगार उत्पन्न करने वाला सेक्टर है, इतनी दुर्गति क्यों हैं ? क्यों गरीब किसानो की कोई सुन नहीं रहा ? प्रदेश में शराब माफ़िया के फायदे के लिए लिया जा रहा यह फैसला, किसानों और मिल मालिकों, दोनों की मुश्किलें बढायेगा।

    The UP government's new Molasses Policy of 2014-15 is expected to increase the reserve quota from the existing 20% to 34%. The new policy is likely to affect the non-captive sugar mills numbering 62 in the state. Non-captive mills are those which have no distilleries attached to them. Captive mills don't sell molasses as they claim they consume whatever quantum is produced in their sugar mills in their own distillery units while the non-captive sugar mills are compelled to sell it in the reserved category. Now this will increase the ongoing duel between the government and the millers and ultimately it will affect the farmers. Surprisingly this is happening at a time when lot of industries are getting rebate on tax revenue. So why the Agriculture Sector, which generates most number of employment, is in misery? Why no one is listening to the poor farmers? This decision which sadly favours liquor mafias of the state will increase the problems of both millers and farmers.

    मेरे लिये नेपाल यात्रा का एक महत्व यह भी है कि मुझे सावन के सोमवार के अवसर पर भगवान पशुपतिनाथ के दर्शन करने का सौभाग्य मिलेगा | नेपाल की इस यात्रा से मेरी कुछ व्यक्तिगत भावनायें भी जुड़ी हुई हैं...बहुत वर्ष पहले एक छोटा सा बालक जीत बहादुर, असहाय अवस्था में मुझे मिला....उसे कुछ पता नहीं था | कहाँ जाना है ? क्या करना है ? ..और वो किसी को जानता भी नहीं था...भाषा भी ठीक से नहीं समझता था |

    ईश्वर की प्रेरणा से मैंने उसके जीवन के बारे में चिंता शुरू की..धीरे-धीरे उसकी पढ़ाई में, खेलने में रूचि बढ़ने लगी..वो गुजराती भाषा जानने लगा |

    कुछ समय पहले मैं उसके माँ-पिताजी को भी खोजने में सफल हो गया...यह भी रोचक था...यह इसलिए सम्भव हो पाया क्योंकि उसके पाँव में छ: उंगलियाँ हैं | मुझे ख़ुशी है की कल मैं स्वयं उन्हें उनका बेटा सौंप सकूंगा |

    Exhibiting an appetite for change the Union Budget provides an enabling framework to realise the true potential of Indian economy. In a clear move to achieve fiscal consolidation and economic recovery the Union Budget has made many concrete announcements.

    Schemes like 'Skill India' announced in the Budget will boost the confidence of India's youth and create massive job opportunities in the country.

    'Pradhan Mantri Gram Sinchai Yojana’ designed to provide irrigation facilities in rain-fed areas will not only benefit the farmers but also strengthen our food security.

    The Budget has allocated Rs 500 crores for displaced Kashmiri migrants which will help in expediting the process of relief and rehabilitation in J&K.

    By outlaying Rs 3000 crores for police modernisation the Budget has highlighted our government's resolve to strengthen the existing police infrastructure in the country.

    The Budget has also proposed to hike the income tax exemption limit from existing Rs 2 Lakhs to Rs 2.5 lakhs which will provide much needed relief to salaried class.

    The Budget carries good news for almost every sections of the society be it farmers, youth, businessmen, industrialists, worker, women, SC-STs or even the people with disabilities.

    जब भी हिन्दुस्तान मे
    जब भी हिन्दुस्तान में इतिहास रचने का काम हुआ है, तो उसमें अगुआई बिहार राज्य ने की है। और इस बार भी हिन्दुस्तान में जो नए इतिहास की रचना होने जा रही है, उसकी अगुआई भी बिहार राज्य करने जा रहा है। लालू जी के नेतृत्व में जब बिहार में सरकार थी तो उस वक्त जब यहां से कोई व्यक्ति हिन्दुस्तान के किसी कोने में जाता था, तो उसे सुनने को मिलता था कि बिहार में जंगलराज है।घोटालों के जो दस अचंभित करने वाले मामले हैं, उनमें से नंबर एक पर बिहार का चारा घोटाला है।

    भाजपा की सरकार जिस दिन बनेगी एक भी घोटालेबाज बच नहीं पाएगा। आपकी गाढ़ी कमाई का पैसा दुनिया के दूसरे देशों में जमा हो रहा है। संसद में लगातार कालाधन वापस लाने की मांग हो रही है, लेकिन सरकार सुन नहीं रही। एनडीए की सरकार आते ही हम 100 दिन में कार्रवाई करेंगे और विदेशों में जमा काले धन को हिन्दुस्तान के बैंक में लाएंगे और उससे हिन्दुस्तान की गरीबी दूर करेंगे।

    तेरह वर्ष पहले इस झार
    तेरह वर्ष पहले इस झारखंड राज्य के बनने के बावजूद अभी तक बहुत सारी समस्याओं का समाधान नहीं हो पाया है। मैं मानता हूं कि 10 वर्षों के अंदर किसी राज्य या देश की तस्वीर और तकदीर दोनों बदली जा सकती है। मुझे जानकर आश्चर्य होता है कि झारखंड की आधी से अधिक जनता गरीबी रेखा से नीचे जीवन जीने को मजबूर है। यहां बडी संख्या में बच्चे कुपोषण के शिकार हो रहे हैं।
    हमारी सरकार झारखंड में रही है, लेकिन थोड़े समय के लिए रही है। स्थायी सरकार चलाने का मौका कभी भारतीय जनता पार्टी को झारखंड में नहीं मिला है। जिस दिन पूर्ण बहुमत के साथ आप केंद्र और झारखंड विधानसभा में भी हमारी सरकार बना देंगे, हम इस राज्य का कायाकल्प कर देंगे।
